Ponnapalli Mourya Kotimalli is the Founder and Principal Counsel of LuNētra Legal Services, a boutique law practice based in Hyderabad and Vijayawada specialising in data privacy, AI governance, and technology law, with a particular focus on cross-border India-EU regulatory compliance.
He is enrolled as an Advocate with the Andhra Pradesh High Court and is currently pursuing his CIPP/E (Certified Information Privacy Professional/Europe) certification from the IAPP, alongside an LLM in Law and Technology from Dayananda Sagar University and a BBA LLB from REVA University School of Legal Studies. His LLM dissertation developed the Adaptive Dual-Compliance Integration Framework (ADCIF) an original doctrinal framework addressing regulatory conflicts in India-EU cross-border M&A involving AI-driven due diligence.

His practice combines doctrinal legal expertise with a technologist’s understanding of how data protection and AI regulation actually intersect with business operations — helping companies operating between India and Europe navigate overlapping and sometimes conflicting compliance regimes.
Mourya built LuNētra from the ground up as an independent practice, drawing on hands-on litigation experience alongside his regulatory and transactional advisory work.
